Token-Permissions returns false positive #4762

On this line https://github.com/mui/mui-public/blob/master/.github/workflows/issues_status-label-handler.yml#L16 scorecard raise the following error:
Expected behavior
No errors.
Additional context
This is the action that runs the scorecard: https://github.com/mui/mui-public/blob/master/.github/workflows/scorecards.yml. As far as I understand it, we follow the recommendations that the error message tell us to do. We are setting permissions: {} at the top level because Scorecard didn't fix #2556 yet. Isn't what this alert is about?
